2017 State Home Care & Hospice Priorities

In our advocacy efforts the Home Care & Hospice Association of NJ strives to ensure Safe, High Caliber, Cost-Effective, & Accessible Home Care & Hospice for New Jersey consumers whether elderly, disabled, infant, child or adult.

Our state priorities for 2017 are as follows:

Promote Access to Home Health, Hospice and Personal Care Services During Ongoing Transition to Medicaid Managed Care and in “Comprehensive Waiver” Plan


Ensure Stable and Adequate Funding for Home Care & Hospice Services
   

  •  Support  ongoing Medicaid Rebalancing Initiative such that increased funding is directed toward reimbursement for home & community based services
  •  Oppose  Medicaid & Managed Medicaid reimbursement reductions for home health, hospice, personal care and private duty nursing services
  •  Support  disaster preparedness efforts, education and funding which recognize the unique role played by home care and hospice providers in times of crisis
  •  Oppose  any proposals requiring cost sharing by Medicaid beneficiaries in State Budget
  •  Support  adequate reimbursement levels and annual cost of living increases for Medicaid home care and hospice providers

Enhance Recruitment & Retention of a Stable Home Care & Hospice Workforce

  •  Support creative solutions to enable affordable provision of employee health benefits
  •  Support  funding for home care and hospice workforce education & training and  legislation that promotes/enhances tuition aid and loan forgiveness opportunities for health care employees pursuing nursing, therapy or social work degrees
  •  Support  policy changes that will permit the use of Physical Therapy Assistants and Certified Occupational Therapy Assistants in home care and hospice

Ensure Safe, Effective & Flexible Standards to Promote Industry Quality & Growth

  •  Support  adequate access to care for all Medicaid beneficiaries
  •  Support  innovative legislative and regulatory initiatives that promote the use of telehealth for care management and service delivery in the home
  •  Support  regulatory and legislative measures to ensure consumer safety and
  •  Promote  increased education of consumers about their home and community based options
